L’impegno umanitario comune di israeliani epalestinesi. Un contributo alla pace tra i due popoli

Abstract

Under the auspices of the Swiss government, Israeli and Palestinian national lifesaving societies (Magen David Adom and Palestine Red Crescent) signed significant agreements in Geneva on November 25th 2005, i.e. the Memorandum and the connected Operational Agreements, that have favoured the adoption of a new, neutral, crystal-shaped symbol for the International Red Cross and Red Crescent Movement and have encouraged the admittance in full membership of Magen David Adom and Palestine Red Crescent into the same Movement. Under the terms of these agreements, a full cooperation and a continuous dialogue between the two national societies have been established in the areas of rescue, first aid, blood supply, and all humanitarian issues, according with the international humanitarian law. Although military and political confrontation between Israelis and Palestinians continues to endanger the region, making very difficult for the MDA and PRCS not to be affected from the general deteriorating environment, the relevant political implications of these agreements should not be undermined. Tangible results have been achieved in the field of lifesaving and an actual cooperation has been implemented. RÉSUMÉ - L’accord signé par les sociétés de secours israélienne et palestinienne (le Magen David Adom et le Croissant-Rouge de Palestine) le 25 novembre 2005 à Genève, sous le patronage du gouvernement suisse, a permis de construire un climat d’entente, voire de confiance, entre deux organisations appartenant à deux peuples qui ont été en guerre pendant des décennies et qui démeurent aujourd’hui encore en conflit. Le Memorandum, et les Accords Opérationnels qui y sont liés, ont permis l’adoption d’un troisième emblème, neutre, le cristal rouge, au sein du Mouvement international de la Croix-rouge et du Croissant-rouge et ont favorisé l’admission des deux sociétés comme membres à part entière dans ce même Mouvement. Ces accords, qui établissent entre les deux parties la coopération dans le domaine des secours selon les règles du droit international humanitaire ainsi que les zones d’opération des deux sociétes, revêtent une grande importance symbolique même si les affrontements politiques et militaires d’aujourd’hui rendent la situation défavorable tant à leur application pratique qu’à la cooperation dans le domaine des secours
