The Changing Balance of Power

Abstract

ABSTRACT - The Changing Balance of Power is an article which traces the history of the balance of power in the world from the beginning of the modern nation-State system in 1648 to the present and then makes some predictions about the balance of power in the future. The article begins by discussing the concept of the balance of power and how it ensures not only stability in a system composed of a number of sovereign States but also the independence of most States as well. The bulk of the article is devoted to the period since the end of World War II. The balance of power was multi-polar and therefore flexible between 1648-1939. Starting in 1945, the balance of power underwent several fundamental changes which impaired the manner in which it traditionally operated, becoming inflexible due to bipolarity and the two-bloc system, then uni-polar at the end of the Cold War. Finally, it is apparent that the balance of power is becoming multi-polar again with the rise of the European Union, China, Russia, India, Indonesia and Brazil. ith a return to a multipolar system, the balance of power will again become flexible within the next 20-25 years. RÉSUMÉ - Le Changement de l’Equilibre Politique est un article qui trace l’histoire de l’équilibre politique dans le monde dès le début du système moderne nation-État en 1648 jusqu’au présent et aussi prédit l’avenir de l’équilibre politique. L’article commence par une discussion du concept de l’équilibre politique et suggère comment il garantie non seulement la stabilité dans un système composé de plusieurs États souverains mais aussi l’indépendence de ces États. La plus grande partie du texte examine la période après la fin de la Deuxième Guerre Mondiale. L’équilibre politique fut multipolaire et ainsi flexible entre 1648-1939. En 1945, cet équilibre subit plusieurs changements fondamentaux qui endommagèrent son fonctionnement, devenant inflexible à cause de la bipolarité et du système de deux blocs, puis unipolaire à la fin de la Guerre Froide. Enfin, l’équilibre politique devient multipolaire de nouveau avec la hausse de l’Union Européenne, la Chine, la Russie, l’Inde, l’Indonésie et le Brésil. Enfin, avec le retour d’un système multipolaire, l’équilibre politique deviendra flexible encore une fois dans 20-25 ans.
