La riforma tributaria Italiana del 1973-74: un successo parziale con molti problemi. (The 1973-74 tax reform in Italy: a partial success with many shortcomings)

Abstract

Il presente articolo richiama l'attenzione su una serie di risultati della riforma fiscale italiana 1973-1974 , al fine di fornire informazioni utili per quanto riguarda il dibattito sull'attuale tassazione. L'autore affronta i fondamentali cambiamenti nel livello e la composizione delle imposte negli anni post -riforma in Italia con riferimento alla situazione prima e a quella che esisteva nei paesi comparabili. Si suggerisce che l'innegabile successo della riforma per aumentare il gettito fiscale è in realtà la fonte delle attuali difficoltà del sistema fiscale . I principali problemi in sospeso , alla luce della recente esperienza sono toccati , nonché quali prospettive ci sono per una soluzione - per quanto difficile da trovare e di breve durata questo può essere .

The present article draws attention to a number of results of the Italian 1973-74 tax reform in order to offer useful information regarding the present taxation debate.  The author deals with the fundamental changes in the level and the composition of taxation in the post-reform years in Italy with reference to the earlier situation and to that obtaining in comparable countries. It is suggested that the undeniable success of the reform in increasing the tax yield is actually the source of the present difficulties of the tax system. The most important outstanding problems in the light of the recent experience are touched on as well as what prospects there are for a solution - however hard to find and short-lived this may be.
