Abstract

The work provides a theoretical analysis of monetary policy and unification in light of today’s debate among academic economists on EMU. A brief survey of the main issues concerning monetary policy is presented. The author then puts the subject in a broader perspective, showing that central questions concerning the optimality of currency areas are strictly related to the theory of monetary policy and, particularly, to the effectiveness of domestic monetary actions. Since participation in a monetary union implies loss of monetary sovereignty, the issue at hand is evaluating the effects of this loss on social welfare. Hence, the author argues that federal fiscal policy can play a crucial role in the adjustment mechanism.

authority. An alternative disciplinary framework may be difficult to

set up and enforce. The provision of written ru1es, i.e. a monetary

costitution, may not be an adequate substitute for the gold standard

mythology if the various forces at work, not only economie ones, do

not drive towards an equilibrium path.

"The key difference far present purposes between the different states

of the United States, on the one hand, and the different members of the

sterling area, 00 the other, is that the former are, while the latter are not,

ali effective1y subject to a single central nscal and monetary authority - the

federai government - having ultimate Rscai aod monetary powers. In

additioo, the former have, while the latter have not, effective1y surrendered

the right to impose restrictions 00 the tnovements of goods, people, or

capitai between arre another. This is a major factor explaining why a centrai

monetary authority is able to operate without produdng serious sectional

strains. Of coutse, these are questions of economie fact, not of politica!

form, and of degree, not of ldnd. A group of politically independent

nations ali of which nrmly adhered to, say, the gold standard would

thereby in effect submit themselves to a centrai monetary authority, albeit

an impersonai one. If, in addition, they nrmly adhered to the free

movement of goods, people, and capitai without restrictions, and economie

economie unit for which a single currency - which is the equivalent af rigid

exchange rates - would be appropriate" (1953, p. 193, footnote 16).
