Abstract

This paper was presented at the Second International Seminar on European Economic and Monetary Union, held in Geneva in December of 1979. The author contrasts the EMF and IMF and explores the relationship between these two institutions and between the ECU and the SDR. Focus is placed on the technical aspects of the EMS as it exists now and of the EMF as it may take shape in the future. Rather than attempting to cover their broad economic impact, a number of interrelated financial aspects of these institutions are considered. The “external aspects” of the EMS, according to the author, are part and parcel of the considerations that should motivate Europeans in defining their position on various aspects of the future EMF.
