This paper was presented at the Fourth International Seminar on European Economic and Monetary Union, held in Copenhagen in March of 1981. The work provides a tentative assessment of the EMS in terms of the main internal and external motives which emerged from the discussions in 1978. Commentary on the main criticisms made by economists of a monetarist orientation is then provided. Finally, policy objectives and performance in 1979-80 in the individual countries are surveyed.
