Abstract

The paper deals with the question of how to measure and quantify the pace of development in an economy like India’s, in which modern technology is being infused through planning resulting in a basic change in its productive structure. The main determinants of development potential are first identified and appropriate series of data to measure changes in these are located. The data are then subjected to factor analysis. Finally, an index of development potential is then constructed on the basis of this analysis. This seeks to measure real changes in development potential particularly during the initial stages of a planned process of development.
