The article represents the substance of a lecture delivered on May 16, 1955 at the Institute of Economics and Finance of the University of Rome. In it the author comments on the renewed controversy over exchange rates (fixed or flexible) and the greater controversy over international economic integration as opposed to economic nationalism.
