The analysis of fiscal policies – past and present

The work compares and evaluates the fiscal policies and actions of the Kennedy Administration with those of the Eisenhower Administration. The author proposes a systematic set of criteria for analysing Federal fiscal policies and correlates them within a single analytical framework in order to reveal the essential characteristics and pose the salient issues of policy. This framework is then applied to the available data of the fiscal years 1953 through 1962. On the basis of such analysis, scientific and meaningful conclusions are drawn regarding the fiscal performance of the nation under the present Administration and under its predecessor.
