A New Balance of Power in East Asia and the Increasing role of the China

Abstract

ABSTRACT - From the end of the Cold War to the September 11 terrorist attacks, China’s diplomatic rise has been one of the most significant events in the international arena. The tragedy of September 11th has turned out US-China relations. Immediately after the terrorist attack to the United States, China decided to play a responsible role. The Chinese government expressed its strong disapproval of international terrorism and its strong support to the American people. In 2003, the North-Korean crisis offered China the opportunity to demonstrate being a responsible player in the international political scenario. Indeed, the behaviour adopted by the People’s epublic of China with respect to the North-Korean matter seemed quite smart and earned it a reliable image. While being the power closest to Pyongyang, China clearly stated it does not share the choices of Kim Jong-li. Beijing sent several toplevel emissaries to Pyongyang to convince the North-Koreans to pursue the way of negotiations. For Beijing, the North-Korean crisis represents a trial. In case of conflict, China would end up with the American troops just close to its border, and should even accept the de facto rearming of Japan. While this may not be the end of the crisis, these multiple signs of relaxation mostly point out to a diplomatic improvement of Beijing. RÉSUMÉ - Depuis la fin de la guerre froide l’essor diplomatique de la Chine a été un des événements les plus remarquables dans l’arène internationale. La tragédie de 11 Septembre a changé les relations entre États-Unis et Chine. Immédiatement après l’attaque terroriste aux États-Unis, la Chine a décidé de jouer un rôle responsable. Le gouvernement chinois a exprimé avec force sa désapprobation du terrorisme international et son soutien au peuple Américain. En 2003, la crise Nord-Coréenne offrit à la Chine la possibilité de se montrer en tant qu’acteur responsable sur la scène politique internationale. En effets, le comportement adopté par la République du Peuple de Chine par rapport au dossier Nord-Coréen est semblé tout-à-fait intelligent et lui a valu une image de fiabilité. Même si elle était la puissance la plus proche de Pyongyang, la Chine a clairement déclaré qu’elle ne partageait pas les choix de Kim Jongli. Pékin envoya plusieurs émissaires de niveau élevé à Pyongyang pour convaincre les Nord-Coréens à continuer sur la voie des négociations. Pour Pékin, la crise Nord-Coréenne représente une épreuve. En cas de guerre, la Chine finirait pour avoir les troupes Américaines just’à ses frontières, et devrait aussi accepter le réarmement de facto du Japon. Bien que cela ne signifie pas la fin de la crise, ces signes multiples de détente montrent surtout un progrès diplomatique de Pékin.
