Abstract

ABSTRACT - Hervé Alphand (1907-1994) was one of the leading French technocrats who contributed in shaping the European Union of today. His distinguished career spanned over four decades and four different political regimes. He started in the Finance Ministry during the Third Republic, than after the fall of France joined the movement “France Libre” of general de Gaulle in London. But it was Jean Monnet, whom he met in Washington, who would become his main inspiration in the battle for European integration, while at the same time advocating a close cooperation with the US. After the war, Alphand served with the rank of Ambassador of France, chiefly as Permanent representative to the United Nations (1955-6), Ambassador in Washington (1956- 65), and finally Secretary general at the Quai d’Orsay (1965-72). His sometimes unconfortable position between the two driving forces of de Gaulle and Monnet was clearly reflected in the achievements and disappointments of a remarkable life. RÉSUMÉ - Hervé Alphand (1907-1994) fut l’un des plus éminents technocrats français à l’origine de l’Union Européenne. Sa carrière s’étend sur plus de quatre décennies et sous quatre différents régimes politiques. Il débuta au Ministère des Finances sous la Troisième République, puis rejoignit à Londres le mouvement “France Libre” du général de Gaulle après la défaite de 1940. Mais c’est en Jean Monnet, rencontré à Washington, qu’il trouva sa principale source d’inspiration: celle d’oeuvrer pour l’intégration européenne tout en maintenant un lien de coopération étroite avec les Etats-Unis. Après la guerre il poursuivit une importante carrière diplomatique, notamment comme Représentant permanent aux Nations Unies (1955-6), Ambassadeur à Washington (1956-65) et finalement Secrétaire général du Quai d’Orsay (1965-72). Sa position parfois inconfortable entre les deux personnalités divergentes de de Gaulle et de Monnet a exemplifié les succès et les désillusions d’une vie remarquable.
