Abstract

Secretary of Defense Donald Rumsfeld’s remarks, that divided Europe into old and new, have caused criticism from many sides. However, his comments were not the first time that the United States tried to divide the European Union and expose its weaknesses to gain a political advantage. The creation of the International Criminal Court (ICC) presented another opportunity for the US to demonstrate its resistance to multilateral agreements. The reasons for weakening the European Union include preventing a sufficiently united and self-confident Europe that would challenge US hegemony in the world. Secondly, the US sees in a strengthening EU a rival that needs to be contained. However, it is questionable if US strategies will be successful especially because the US and the EU are important trading partners. A joint EU military force could in the future assist the US and relieve some of the burdens of being the ‘world policeman’. Ultimately, the EU poses a greater threat to itself than to the US, since it cannot yet speak with a united voice. European integration must be driven by European citizens rather than the political elite before the EU can challenge US hegemony in the world. RÉSUMÉ - Monsieur Donald Henry Rumsfeld, regardé par le Président Richard Nixon comme un homme «impitoyable et obstinée», a été Secrétaire à la Défense des États-Unis d’Amérique dans le gouvernment du Président Gerald Ford (1975-1977) et Secrétaire du même dicastère dans le gouvernment du President G. W. Bush (2001-2006). Rumsfeld est regardé comme l’expression et l’incarnation de l’esprit de la philosophie du Néo-conservatisme américain avant et après les attentats des terroristes du 11 septembre 2001. La composition de Inga Grote prouve d’une manière évidente le tentative du Secrétaire Rumsfeld de deviser et broullier l’Union Européenne depuis que la France et l’Allemagne avaient declarée opposition à l’invasion militaire de l’Irak par les États-Unis. Monsieur Rumsfeld et President Bush envisagèrent la decision de la France et de l’Allemagne comme un acte de trahison: Qui n’est-il pas avec nous, il est contre nous! Cette vision manichéenne du monde, qui a dominée la mentalité des États-Unis après 1945, est le produit de la philosophie de Leo-Strauss et du Néo-conservatisme américain, qui ont été incorporés dans la nouvelle doctrine de la défense nationale des États-Unis de G. W. Bush, characterisée par la théorie de la guerre préventive (The National Security Strategy of the United States of America, Speech at West Point, June 1, 2002). De plus, Monsieur Rumsfeld a cherché à diviser et lotir l’Union Européenne (The Letter of Eight and the Vilnius Group). Cette stratégie américaine n’est pas que une autre épreuve et constatation que les États-Unis considèrent l’existence de l’Union Européenne un obstacle à l’hégémonie américaine dans et sur le monde en matière d’affaires et de la sécurité des États-Unis d’Amérique.
