Sports and politics in the international scene

Abstract

The relation between sports and politics depends upon the political regimes of the countries concerned. Manygovernments, in particular authoritarian ones and dictatorships, have been tempted to exercise a tight control oversports or even to monopolize it for their own political benefits. Sports organizations, on their side, are very carefulabout maintaining the largest possible sport’s autonomy. The Olympic and sports movement has also been able tooffer constructive and positive contributions to the solution of political problems in recent years. In particular, adiplomatic solution, which is still in force today, has been found thanks to the International Olympic Committee (Ioc)for the simultaneous attendance, at the Olympic Games and other major events in the world, of delegations from boththe People’s Republic of China (Prc) and Chinese Taipei. This solution still serves as a model for other situations. Inanother area, in 1991, the sports community has paved the way to the lifting of the sanctions which had beenimposed upon South Africa as a consequence of apartheid. The sports community could open the path thanks to itsimpressive worldwide network. In a totally different context, the sports community has found an appropriate way toprotect the athletes against the effects of sanctions which had been imposed in 1992 on former Yugoslavia by theSecurity Council of the United Nations. The examples mentioned in the article, which are all drawn from practicalsituations, may serve as evidence as to the useful possible contribution of sport towards the solution of politicalproblems.La relation entre le sport et la politique dépend des régimes politiques des pays concernés. Nombre degouvernements, en particulier les dictatures et les régimes autoritaires, ont été tentés d’exercer un étroit contrôle surle sport, voire de le monopoliser à leur profit politique. De leur côté, les organisations sportives sont très attentivesquant au maintien de l’autonomie du sport la plus large possible. Le mouvement olympique et sportif a aussi été enmesure d’offrir des contributions constructives et positives à la solution de problèmes politiques au cours desrécentes années. En particulier, une solution diplomatique qui est toujours en vigueur à ce jour a été trouvée grâceau Comité international olympique (Cio) pour la présence simultanée, aux Jeux olympiques et à d’autres évènementsmajeurs dans le monde, de délégations émanant de la République Populaire de Chine (Rpc) et de Taipeh de Chine.Cette solution sert aujourd’hui encore de modèle dans d’autres situations. Dans un autre domaine, en 1991, lacommunauté sportive a pavé le chemin pour la levée des sanctions qui avaient été imposées à l’Afrique du Sudcomme conséquences de l’apartheid. La communauté sportive a pu ouvrir la voie grâce à son réseau mondialimpressionnant. Dans un contexte totalement différent, la communauté sportive a trouvé un mode approprié pourprotéger les athlètes contre les effets des sanctions qui avaient été imposées en 1992 à l’ex-Yougoslavie par leConseil de sécurité des Nations unies.
