Abstract

ABSTRACT - The centenary of the birth of Riccardo Monaco calls up to the mind of the Author many happy memories of daily collaboration and shared interests. A polyvalent jurist, Riccardo Monaco used his extensive legal knowledge to advance his quest for world peace and common understanding. As regards his work at the Foreign Ministry, Riccardo Monaco acted as a legal consultant to Vedovato, while advising the Commissione di studio per le conferenze internazionali upon colonial issues; he also worked for the Consiglio del Contenzioso diplomatico. Equally significant was his participation in a legal capacity in the negotiations concerning Alto Adige, before the Assembly of the United Nations. He also collaborated to the inquiry into Italian diplomacy when the norms regulating the internal administration of the Foreign Ministry were issued. During the long and difficult process towards European integration, Riccardo Monaco displayed great team spirit, never failing to employ all the appropriate measures. Riccardo Monaco was also unstinted in his support of the Sapienza University and of several other cultural-scientific institutions (Unidroit, Sioi, Fondazione Alcide De Gasperi). The intellectual output of Riccardo Monaco has been vast and goes far beyond that of the field of law in which he was grounded. His own particular way of explaining and interpreting the events within the European and international context is confirmed by his intense collaboration to «Rivista di studi politici internazionali» between 1942 and 1997, dealing with a significant variety of topics. His unwavering sense of collaboration and support of mutual interests, reveals his very own deep rooted system of values. Riccardo Monaco was not only a consummate professional, he was unwavering in his objectives, humane in his thinking, untiring in his work and firm in his beliefs, the whole being sustained by a constant observation of events, of which he was an attentive witness and an active participant. RÉSUMÉ - Le centenaire de la naissance de Riccardo Monaco, juriste talentueux au service de la paix à travers le droit, suscite chez l’Auteur de nombreux souvenirs de collaboration étroite et de communauté d’’intérêts. En premier lieu au Ministère des Affaires étrangères italien : Monaco, juriste consultant, Vedovato, expert aux questions coloniales de la Commissione di studio per le Conferenze internazionali (Commission d’étude pour les Conférences internationales); et au Consiglio del Contenzioso diplomatico (Conseil du contentieux diplomatique italien). Suivront : une participation à la phase contentieuse de négociation sur le Haut Adige devant l’Assemblée des Nations Unies, une collaboration à l’organisation de l’Administration des affaires étrangères, des intentions et actions communes dans le difficile processus d’’intégration européenne, à travers la préparation d’instruments appropriés. Communauté d’intérêts au sein et pour l’Université “La Sapienza” de Rome ainsi qu’au sein et pour les institutions scientifico-culturelles (Unidroit, Società italiana per l’organizzazione internazionale Sioi, Fondazione Alcide De Gasperi). La production intellectuelle de Riccardo Monaco fut vaste et dépassa le seul domaine juridique. Sa démarche d’illustration et d’interprétation des événements européens et internationaux se déduit de sa collaboration active à la «Rivista di studi politici internazionali», de 1942 à 1947, sur les enjeux de la société contemporaine. Cette collaboration étroite et cette communauté d’intérêts se sont toujours fondées sur l’attachement à un système de valeurs: professionnalité incomparable, droiture, humanité, force de travail infatigable et une grande foi, tout cela entretenu par l’observation permanente des vicissitudes historiques dont il était le témoin attentif et un acteur convaincu.
