Le zone franche urbane in Francia e in Italia. L’applicazione flessibile di uno strumento di riqualificazione urbana in Sicilia

The free tax zone in Italian cities. 
The “flexible” application of a tool of urban requalification in Sicily
The article examines the history and the characteristics of free tax zones (ZFU) in Italian cities in application of French model. The goal of French free tax zones, used to regenerate some poor and socially emarginated districts of town, has changed in Italian experiences. The study focuses on the cases of Sicily where tens of areas have been identified, deepening the study of Palermo and Catania towns, with the analysis of demographic data and, through field research, of the activities undertaken by the beneficiaries in relation to the role that they can play in the district, and showing as the free tax zones are become a tool to intervene in occasion of natural disaster and industrial conversion. Despite the ZFU in Italy are at the initial stage, some results of the application of ZFU may be useful to formulate considerations in order to change the business aids in order to get the real objectives of urban development.

Les Zones Franches Urbaines en Italie.
L’utilisation flexible un outil pour la régénération urbaine en Sicile
L’article analyse l’histoire et les caractéristiques des zones franches urbaines (ZFU) dans les villes italiennes en application d’un modèle français. L’objectif de les zones franches urbaines françaises, utilisées pour régénérer des quartiers pauvres et socialement marginalisées de la ville, a changé dans les expériences italiennes. L’étude se concentre sur les cas de la Sicile où des dizaines de zones ont été identifiés, l’approfondissement sur les cas de villes de Palerme et de Catane, avec l’analyse des données démographiques et, grâce à la recherche sur le terrain, des activités menées par les bénéficiaires par rapport au rôle qu’ils peuvent jouer dans le quartier, et montrant que les zones franches urbaines sont devenus un outil d’intervenir en cas de catastrophes naturelles et de la reconversion industrielle. Malgré la ZFU en Italie sont au stade initial, certains résultats de l’application de la ZFU peut être utile de formuler des considérations sur l’opportunité de réviser l’aide aux entreprises mise en
place dans ces zones afin de saisir les véritables objectifs de développement urbain.
