La cultura nelle strategie di riposizionamento delle città. Una riflessione critica

Abstract

This paper proposes a critical analysis of urban regeneration strategies
focused on culture. Many of the experiences so far carried out show
the limits of a strongly exogenous strategic approach, more focused
on the turning of culture into a show for propaganda purposes rather than
on the creation of a system of territorial conditions able to produce culture,
that is a process of “creation and transformation of symbols”. The exogenous
background and the content too often emulative of many projects concerned
with culture-led urban regeneration distort the meaning itself of culture
and end up by getting opposite effects from a social, economic and
cultural point of view, nullifying that inclusive effect which represents, from
the social point of view, its most qualifying element. Cultural regeneration
must be, on the contrary, a bottom-up process, involving the whole local
community and drawing on the identity of a place, interpreting its propositional
charge in an innovative way.

Le présent travail propose une analyse critique des stratégies de régénération
urbaine basées sur la culture. De nombreuses expériences réalisées
à ce jour mettent en évidence les limites d’une approche stratégique
fortement exogène, axée plutôt sur la spectacularisation de la culture
à des fins de propagande que sur la création d’un ensemble de conditions
territoriales capables d’activer les mécanismes locaux de production et de
reproduction de la connaissance et de produire effectivement une culture,
interprétée comme un processus de “création et transformation de symboles”.
Le caractère exogène et le contenu, trop souvent, non original de
nombreux projets de régénération urbaine culture-led trahissent la signification
même de culture et finissent par obtenir des résultats contre-productifs
sur le plan social, économique et culturel, annulant ainsi cet effet inclusif
qui, du point de vue social, en constitue l’élément le plus qualifiant. La régénération culturelle, comme on le souligne dans cet article, devrait être au
contraire un processus qui suit une démarche bottom-up, impliquant la
communauté locale toute entière et s’appuyant sur la matrice identitaire
d’un lieu, interprétant d’une façon innovante la charge créatrice qu’elle
contient.
