Abstract

Italian-style multilevel governance
The Italian unification process confirms the layout of administrative districts dictated, at the beginning of the 19th century, in the French context. The reasons of this status quo, which are confirmed in all the subsequent periods of the Italian history, are also functional to social and political balances. In this sense, the regionalization does not represent a significant change. Extending the framework to the European Union or rather to the changes that it suggests or it induces, emphasizes the need for an instrument, such as a historical atlas of Italian administrative districts.

La governance multi-niveau à l’italienne
Le processus d’unification italienne confirme la configuration des circonscriptions administratives dictées, au début du XIXe siècle, dans le contexte français. Les raisons de ce statu quo, qui sont confirmées dans tous les successives périodes de l’histoire italienne, sont également fonctionnelles aux équilibres sociaux et politiques. En ce sens, la régionalisation ne représente pas un changement significatif. L’extension du cadre à l’Union européenne ou, plutôt, aux changements qu’elle suggère ou induit, souligne la nécessité d’un instrument, tel qu’un atlas historique des districts administratifs italiens.
