Abstract

The transformation that has affected the countries of Central and Eastern Europe and the former Soviet Union as a result of "perestroika" has all the characteristics of a revolution - political, economic, social and cultural. The policy had the merit of bringing out all the dissatisfaction with the poor functioning of centrally planned economies. It follows that no specific reform, taken alone, is sufficient to ensure the success of the transformation, for however important the sector may be, for example that of finance; a synergetic effort is necessary to ensure that the system changes its true functioning and not just the name of processes that remain unchanged in their economic and political essence.
