Official development assistance (ODA) began to flow on an unprecedented scale to developing countries in the wake of India's foreign exchange crisis and her urgent need for balance of payments support in 1958. However, there have been several criticisms of ODA programmes since that time. The issue of aid and recipient's use of aid is re-examined with reference to Australia's aid to Papua New Guinea.
