Since the introduction of floating exchange rates in 1973, concern has been periodically expressed regarding the potential for exchange rate manipulation. As a result, rules to govern the management of the float have been proposed by leading industrial nations. The present work examines the various proposals that have been put forward to regulate the management of the float. The authors then survey recent international monetary experience in the light of these proposals. Finally, they elaborate and develop their previous Reference Rate Proposal, the first of the plans that have come to be collectively labelled as “targets approach” in which a role is assigned to official exchange-rate norms.
