The work is a critique of “Relaxing the international constraints on full employment”. The author questions the efficacy of the TOSTAB tax proposal in relaxing the constraint of foreign exchange speculation on governments in designing and implementing programs of fiscal expansion. Instead, direct capital control or cooperation between surplus and deficit countries is suggested.
