Sharing the burden of international adjustment

The article considers cases in which several countries exhibit balance of payments imbalances simultaneously and discusses the problem of who should adjust whenever such multiple imbalances arise. It discusses recent proposals by the IMF and the U.S. government concerning par values changes and, building on previous contributions on the adequacy of such indicators as reserve levels, it proposes alternative solutions depending on the origin of the imbalances.
