American direct investments in the Common Market

The author considers the US share of manufacturing investments in Western Europe. He concludes that despite widely voiced concerns, there are no risks for national sovereignty. The author recognises that US companies derive technological and productivity advantages from government financed research and sales to federal agencies. He thus calls for a coordinated policy of research and public policy of research and public procurement in Europe as well.
