The note takes up a position definitely critical of an indiscriminate application of Truman’s Point IV and, in particular, to its extension to tropical and equatorial lands. This controversial attitude is based on an outright appreciation of the danger which might arise for the supremacy of the Western peoples and Western civilisation.
