L’Otan dans la Méditerranée élargie

Abstract

ABSTRACT - This article talks about Nato policies in the so-called ‘enlarged Mediterranean sea’, focusing on the ‘Mediterranean dialogue’ and the ‘Istanbul cooperation initiative’. Its first part takes the reader for a short trip through the Mediterranean history, which tells us of a natural basin and border-area for ever considered both as a vehicle of commercial and cultural exchanges and as a theatre of battles and clashes. Particular attention is given to the complexity of the variables in play and to the interests of the various regional actors, in order to better understand the scenario in which the Atlantic Alliance acts. The second part of the work dwells in detail upon Nato’s Mediterranean policy, underlining the outcomes already attained and those expected from the dialogue and the initiative. Obviously, it does not abstain from highlighting the limits and perils that threaten to impair the action of both institutions. Finally, the various strands are weaved into a synthesis and the initial questions are answered. RÉSUMÉ - Cet article examine les politiques de l’Otan dans la Méditerranée élargie, avec une attention particulière au dialogue méditerranéen et à l’initiative de coopération d’Istanbul. La première partie conduit le lecteur dans un bref voyage à travers l’histoire de la Méditerranée, considérée depuis toujours comme un véhicule d’échanges commerciaux et culturels, mais aussi comme théâtre de différends et de batailles. Un regard attentif est consacré à la complexité des variables en jeu et aux intérêts de nombreux acteurs régionaux, conditio sine qua non pour comprendre la scène où l’Alliance atlantique agit. Dans la deuxième partie du travail on entre dans le détail de la politique méditerranéenne de l’Otan tout en soulignant les résultats déjà atteints et ceux encore attendus par le dialogue et l’initiative, sans oublier d’éclairer les limite set les périls qui menacent d’invalider l’action des deux instituts. Dans la dernière partie on dresse un bilan global, tout en donnant répons eaux quelques interrogations initiales.
