Development problems in Southern Italy: the second conference of the Cassa per il Mezzogiorno

The article comments on some of the points raised at the Second Conference of the Cassa per il Mezzogiorno, and at the related meeting organised by the SVIMEX, both held in Naples in November, 1953. Besides reporting on some of the dimensions of the problem of raising the level of investment and income in the South as they were described in the paper presented for discussion at the Conference by Professor P. Saraceno, it takes up some controversial interpretations of the application of multiplier analysis to this problem. It points to a consequent difference of views, which found expressions at the Conference, concerning the distribution of “sacrifices” and “benefits” of the investment programme, and to the importance of this difference in connection with the establishment of policy norms.
