L’ immigrazione come strumento di collaborazione

Abstract

Immigration flows have become an integral part of globalisation processes. Illegal immigration flows however run counter to the very human rights principles invoked to deal with them. A virtuous ‘triangular’ relationship therefore must be established between legal migrations, illegal ones and the integration processes in the countries of destination, which requires an active cooperation between the countries of origin and transit. Gradually the Justice and Home Affairs former ‘pillar’ of the EU and its Neighborhood Policy have been integrated into the Common Foreign and Security Policy. The ‘Arab spring’ developments may provide an opportunity to utilise immigration issues as the Ariadne’s thread to the re-establishment of the ages-old cooperative and multiethnic exchanges throughout the Mediterranean Sea.
